Click on the LAUNCH button to start.<br \/>The application requires you to log in to USDA eAuthentication.\u00a0 You will need to register with your @colostate.edu email address.<\/p>\n<p>4. <strong>IRB Complaince<\/strong> \u2013 If your research involves human subjects, animals, or biohazardous agents \/ recombinant DNA, please contact the <a href=\"http:\/\/ricro.colostate.edu\/\" target=\"links\" rel=\"noopener noreferrer\">Research Integrity and Compliance Review Office<\/a> to complete appropriate forms.<\/p>\n<p>5.<strong> Signatures \u2013<\/strong> When you have completed all NIFA forms, e-mail Jan Iorn at <a href=\"mailto:jan.iron@colostate.edu\">jan.iron@colostate.edu<\/a>. She will e-mail you &#8216;final&#8217; copies of the forms to print out, and get required signatures on. It will be returned to you.]<br \/>Click on Submit.<\/p>\n<h4>Important Definitions (paraphrased from national guidelines):<\/h4>\n<p>SY: \u201cScientist Year\u201d \u2013 FTE (entered as a decimal less than 1) for Assistant Professors, Assistant Scientist and above.<br \/>PY: \u201cProfessional Year\u201d \u2013 FTE for persons who hold positions in professional categories and students that hold bachelors or masters degrees.<br \/>TY: \u201cTechnical Year\u201d \u2013 FTE for technicians, aids, and lab assistants.<\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Initiating or Revising CAES Project&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; open=&#8221;off&#8221;]<\/p>\n<h3>Steps in initiating a new or revised CAES project:<\/h3>\n<p>Project Director (PD \u2013 formerly called Principal Investigator PI) initiates project following his\/her College\/Department Approval Process.<br \/>Department Head\/Chair meets with the CAES Director regarding recommended list of projects<br \/>If approved by CAES Director, PD completes required forms, and obtains signatures<br \/>PD sends complete proposal (electronic &amp; hardcopy with signatures) to Jan at CAES Director\u2019s Office<br \/>Jan checks data and obtains final approval\/signatures from the CAES Director<br \/>ABC assigns project number; sets up account(s)<br \/>Jan sends forms to the Research Integrity &amp; Compliance Review Office for their review\/approval\/signature.<br \/>Jan submits final forms to NIFA via the new NIFA Reporting System.<br \/>NIFA reviews\/approves project; assigns accession number.<br \/>NIFA emails approval to Jan and PD.<br \/>Jan updates database; sends approval letter to Associate Dean of Research with copies to ABC, Department Head and PD. ABC contacts department regarding account numbers.<br \/>PD submits progress report on an annual basis. CAES sends request to departments in November; due in January. This includes all the Colorado AES (Hatch, State, McIntire-Stennis) projects as well as NIFA Grants. A final Results Report in which you will report major accomplishments and associated data for the duration of the project is required when the project is terminated.<\/p>\n<p>These reports are widely used by scientists, administrators, State and Federal officials, and legislative offices. The technical database is available online to the public worldwide via the NIFA Data Gateway. The quality and timeliness of the Results report reflects strongly on the research, the investigator(s), and the reporting organization, and can have a significant influence on State and Federal funding decisions affecting research.<\/p>\n<p>In October of each year, USDA NIFA sends out the request for these reports. The CAES Director forwards this request to all the Department Heads\/Chairs, and\/or Associate Deans of Research at CSU. Research conducted by the AES is guided by state, regional, and national priorities. This document describes the AES approach to a peer review system\u00a0designed to insure that the highest quality research projects consistent with identified priorities are\u00a0conducted. Peer review involves obtaining the objective opinion of other scientists on research proposals or\u00a0completed projects. Administrators and users of research results may be involved in peer reviews when\u00a0appropriate. Research projects are to be designed so as to withstand the rigors of a systematic evaluation of\u00a0appropriateness and quality by the peer review process.<\/p>\n<p>The AES is a University-wide organization. The Deans of each College serve as the focal point for the peer\u00a0review process within their respective colleges and will implement a peer review process for AES projects\u00a0conducted by their faculty. The Director of the Agricultural Experiment Station is the ultimate authority to\u00a0approve projects once they have received endorsement from the peer review process in each College.<\/p>\n<p>The peer review process is conducted within the framework of predetermined criteria whose thrust is that\u00a0\u00a0of judging whether an AES research project incorporates a state of the art scientific approach to the topic\u00a0investigated. It is expected that the peer review process will afford the Principal Investigator the benefit of the system\u2019s best counsel and that every project will enjoy an additional degree of credibility not otherwise\u00a0available.<\/p>\n<p>The peer review process will view individual research projects as the primary unit for planning and\u00a0accountability by the AES at Colorado State University and by the National Institute of Food and Agriculture (NIFA), USDA. The broad goal of peer review is to subject every project to a rigorous and systematic evaluation for its appropriateness and quality. This broad goal is translated into the\u00a0following six objectives:<\/p>\n<ul>\n<li>Insure completeness of project outlines (all items in the current guidelines for an Agricultural\u00a0Experiment Station Project Outline should be included)<\/li>\n<li>Evaluate relevance and potential impact of the proposed research, including stakeholders impacted<\/li>\n<li>Evaluate quality and scientific value of the proposed research<\/li>\n<li>Consider opportunities for cooperation with other individuals or units<\/li>\n<li>Provide opportunity for the Principal Investigator to weigh criticisms with reviewers and make\u00a0adjustments as appropriate<\/li>\n<li>Provide the Agricultural Experiment Station and CSREES with an indication, project by project, that\u00a0the process was followed.<\/li>\n<\/ul>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Guidelines for AES Project Management&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; open=&#8221;off&#8221;]<\/p>\n<p>AES research provides an opportunity for integration of applied and basic knowledge. AES research\u00a0programs are expected to conduct mission-oriented research as well as contribute to basic knowledge\u00a0required to address future problems in food, fiber, and natural resource systems.<\/p>\n<p>Project reviews are key elements of the overall research design. The sequence of reviews for every\u00a0Agricultural Experiment Station project is the same and consists of:<\/p>\n<ol type=\"A\">\n<li>an initial project proposal review<\/li>\n<li>annual reviews<\/li>\n<li>a terminal year review.<\/li>\n<li>In some instances, special reviews will be conducted.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol type=\"A\">\n<li style=\"list-style-type: none;\">\n<ol type=\"A\">\n<li><b>Peer Review Process For Proposed and Renewal AES Projects<\/b>To initiate or renew an AES project, the Principal Investigator(s) prepares a detailed outline following the\u00a0CSU AES format (<a href=\"https:\/\/aes.colostate.edu\/projects\/resprojs_new\/\" target=\"links\">see project outline<\/a>). Upon completion of the project outline, the Principal Investigator will\u00a0submit the project outline for review by the peer review process adopted in the College. If the project is a\u00a0renewal proposal, it is the charge of the peer review panel to thoroughly review all project reports and to deliver a firm set of recommendations concerning the future of the project. The recommendations from the\u00a0peer review process are to be shared with the Principal Investigator(s) to enhance the quality of AES\u00a0research projects.\n<p>With this focus in mind, criteria to be used in peer review includes:<\/p>\n<ul>\n<li>Will the research make a substantial contribution to knowledge and does it appear to be well designed\u00a0 and have scientific merit?<\/li>\n<li>Is the research directed towards solving a state problem? Does the project fit state, regional and\u00a0national priorities as well as meeting AES objectives? What are the utilitarian payoffs for this\u00a0research?<\/li>\n<li>Is the scope of the research realistic and in line with potential financial support? Is there likelihood of\u00a0additional or major support from outside agencies?<\/li>\n<li>At what stage of development is the project? If it has been active for a significant period of time, has enough progress been made to justify continuation?<\/li>\n<li>Is there a time dependency or urgency factor which will fit with certain state, regional, or national\u00a0priorities?<\/li>\n<li>Does the project have good management and planning relative to research plan, schedule, statistical\u00a0analysis and publication?<\/li>\n<\/ul>\n<p>Following peer review, the following steps will occur:<\/p>\n<ol>\n<li>The Dean of the College or their representative reviews the project outline for adequacy in accordance\u00a0with College and AES requirements and, after approval, certifies that the proposed project has had peer\u00a0review and that the reviewing group approves the subject matter and approach. The proposal and\u00a0accompanying documents are transmitted to the Director of the Agricultural Experiment Station.<\/li>\n<li>The Agricultural Experiment Station Director reviews and with concurrence transmits the documents\u00a0to CSREES as required.<\/li>\n<li>Should project approval not be forthcoming at any level during the approval process, the project\u00a0proposal is to be referred to the previous level for further review and modification.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol type=\"A\">\n<li><b>Annual Review of Projects<\/b>Annual reviews of projects are conducted by the Principal Investigator\u2019s Department Head\/Chair, College\u00a0Dean and the Director of the Agricultural Experiment Station. Progress reports are entered into the NIFA reporting portal (REEport), and are also made available through the Internet (CSU and USDA sites) and to the general public through various online services and CD-ROM products. As a result, these technical reports are accessible worldwide. The quality of the progress report reflects both upon the Agricultural Experiment Station and the scientist. All annual reports are posted on the <a title=\"Current Projects\" href=\"https:\/\/aes.colostate.edu\/projects\/current-projects\/\">AES web site<\/a>. It is important that Principal Investigators prepare high quality reports, and that reviews by Department Heads and Deans pay particular attention to the identification and clear explanation of the impact of the results of the research project. Projects not demonstrating a measurable impact are subject to reevaluation for support with AES funds.\n<p>The following guidelines are suggested for developing the annual report:<\/p>\n<ul>\n<li>Report can be focused rather than comprehensive of all project activity.<\/li>\n<li>Target one key component of the research project.<\/li>\n<li>Emphasize accomplishments and their impact in relation to project objectives rather than activities.<\/li>\n<li>Suggested report approach:<\/li>\n<\/ul>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>State problem<\/li>\n<li>Describe study conducted in general terms<\/li>\n<li>State the results or accomplishments<\/li>\n<li>Present summary statements of the impact of the project results\n<ol>\n<li>Economic impact<\/li>\n<li>Social impact<\/li>\n<li>Environmental impact<\/li>\n<li>Scientific<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>In summary, the annual report should emphasize accomplishments in a statement of progress for the past year and an assessment of the impact of the research completed. It is expected that the Principal Investigator will receive comments from the Department Head\/Chair relative to strengths and weaknesses of the project on an annual basis.<\/p>\n<\/li>\n<li><b>Terminal Year Review<\/b><br \/>In the terminal year of a project, the Principal Investigator will prepare an overall project accomplishment\u00a0statement for the AES Director. A meeting will be scheduled for the Principal Investigator, Department\u00a0Head and Dean\/Associate Dean and AES Director to discuss project accomplishments and future research\u00a0needs. Prior to this meeting, the Principal Investigator is requested to prepare a one page summary of the\u00a0research project identifying the following items:\n<p>&nbsp;<\/p>\n<ul>\n<li>What is the most important finding from this research project?<\/li>\n<li>How is this research project impacting the science of your discipline<\/li>\n<li>How is this research impacting a Colorado issue?<\/li>\n<li>Who will utilize the results of this research and how are the results being communicated to the target\u00a0audience?<\/li>\n<li>How does this finding contribute to the issue identified in the objectives of the proposal?<\/li>\n<\/ul>\n<p>If a new or renewal project proposal is developed by the Principal Investigator, the project proposal will be\u00a0subjected to the peer review process adopted by the College and processed as described above for new or\u00a0renewal projects.<\/p>\n<\/li>\n<li><b>Other Reviews<\/b><br \/>Special reviews can occur at the discretion of the Director. A special review is usually the result of a\u00a0concern that the project is no longer viable and that it should be significantly altered or terminated .
